The fact that your /etc/mk.conf is so long is worrying to me. Could you try building without /etc/mk.conf? That should work on NetBSD, in principle.

If some dependencies cannot be found even though „make“ in the source directory works, that’s due to buildlink (https://www.netbsd.org/docs/pkgsrc/buildlink.html). However, that should not happen unless you are working on pkgsrc itself; the problem is likely different, something about cwrappers.

It is not clear from your description if the compilation failures are reproducible. If they are, please send the work/.work.log for that compilation, and the error message that goes with it.
