By bumping PKGREVISION that would impose an update for everyone, whereas
the patch in question addresses a specific scenario where LibreSSL or
BoringSSL is being used. In the current state that means you're trying
to build www/curl on OpenBSD and without this patch, the build is
failing. If you have curl installed already on any other OS or using
OpenBSD with OpenSSL, this patch does not apply and there's no need to
rebuild. Hence, bumping PKGREVISION is not required.
