 The way mozilla-rootcerts installs things is supposed to work with
 gnutls as well as openssl, which is why it places the file in question
 in a different directory.
 
 (The whole thing is a horrible mess but it can't be fixed without
 major changes in openssl.)
 
 go is wrong and should be patched.
