  How?

--- libuuid.la ---
  CCLD libuuid.la
ld: fatal: unrecognized option '--'
ld: fatal: use the '-z help' option for usage information
collect2: error: ld returned 1 exit status

NB1: I don't (and won't) have binutils installed, so Solaris' linker is used. No wonder a package called "util-*linux*" has problems.

NB2: I specifically did not open a PR for libuuid, because I have no interest in fixing that package.

But I assume with missing functionality, since the program does use
  uuid (e.g. misc/unix/rand.c:#include<uuid.h>)

Every other OS besides Linux and (supposedly) Solaris misses this functionality, and the package compiles. I personally can live with this situation.
