Hmm, looks like it's also missing ${VARBASE}/db/openntpd in OWN_DIRS,
which causes it to fail to create the drift file, needs:

# diff Makefile.orig Makefile
40c40
< OWN_DIRS=             ${VARBASE}/chroot/ntpd
---
> OWN_DIRS=             ${VARBASE}/chroot/ntpd ${VARBASE}/db/openntpd

Thought I had it in there at one point, not sure when it got lost.
