Could you try with gtar-1.27.1 in pkgsrc-current?
It seems that it is same as mentioned at WRAPV in mktime.c and it had been
changed as not defined unless using GLIBC.

For packages not contain the fix, CPPFLAGS+=-DWRAPV=0 may be better hack.
