 I haven't seen any more recently; I think this PR can be closed.
 
 I have been seeing some tex packages do this:
 
 kpathsea: Running mktexfmt latex.fmt
 fmtutil: format directory `/home/build/.texlive2013/texmf-var/web2c'
 does not exist.
 I can't find the format file `latex.fmt'!
 *** Error code 1
 
 but not with any clear pattern, and it's in any event a different
 problem.
