If we're going to discuss it, I consider it a bug to expose PKG_DBDIR in 
pkg_install.conf.

While one can construct cases when this setting might be helpful, they are 
extremely rare.
In such cases that are on surface corresponding tasks can be solved by simpler 
means;
in other words, this setting is going to mislead users faster than help them in 
any way.
And in such really strange case like the actual need to move pkgdbdir to 
another place
after bootstrap, it is unlikely that one actually needs or wants pkgsrc 
framework
to deviate from bootstrap settings.
