/usr/pkg/share/locale, it is just message catalogs from packages, say,
hi/LC_MESSAGES/*.

Just for LC_CTYPE, you can add *.UTF-8 locale aliases to
/usr/share/locale/locale.aliases.
Please file new PR for request Indian locales.
