 It's required if (and only if) the package installs files directly
 into ${MANDIR} rather than ${DESTDIR}${MANDIR}. Most packages do the
 latter on their own.
 
 If it passes stage-install with PKG_DEVELOPER=yes as a non-root user
 (who doesn't have permission to scribble in pkgsrc) it is behaving
 correctly.
