 i did not read myself into the why.

 i did not looked into how a supplied USE_TOOLS tool should be done the
 correct way. nor the mis-use such a written USE_TOOLS tool if in various
 ways, would that is the case. i see now it there for a long time in it:

http://cvsweb.netbsd.org/bsdweb.cgi/pkgsrc/mk/tools/tools.NetBSD.mk.diff?r1=1.1&r2=1.2&f=h

 if i do remove this line from
 host055# head tools.NetBSD.mk
 # $NetBSD: tools.NetBSD.mk,v 1.44 2011/11/17 19:01:31 ..

 i just get
 host055# ls -l  .*/bin/*sed
 lrwxr-xr-x  1 root  wheel  12 Dec 29 05:44 .tools/bin/sed
 -> /usr/bin/sed
 host055#

 and the build and packaging succeeds.
 (no idea the impact to other pkgs)

 You are welcome to ask me to make comparisons and other tests to help
 you if needed.
