this is not a bug - many packages that are split up have the toplevel
master package in the package's category directory, not meta-pkgs,
even though that package is usually a meta-package. Obvious examples
include libtool and gtar.
The difference is that things that go in meta-pkgs are supposed to be
collections of other, otherwise standalone, packages. The packages
that pull together the pieces of what's otherwise one thing are
qualitatively different.
also, in the absence of cvs rename, moving stuff around is expensive,
annoying, and sometimes painful, and it isn't going to get done unless
there's a clear and immediate motive. This I'm sure is what gdt was
intending by referring to WONTFIX.
