Packages affected:
cad/simian (simian_12_98.tar.gz)
cad/simian-docs (simian_man_12_98.pdf)

The distribution was restricted, so there is no possibility to host elsewhere.

My opinion on this situation is well known: Both packages should be removed 
from the repository.

Since I obviously lost that discussion, the next best thing is add a manual 
fetch message to these packages.

Preserving stuff that no one at NetBSD maintains the version for 10 years, and 
that the author doesn't see fit to keep available doesn't make sense to me.  
This should be an easy decision to prune if it's determined that these 
distfiles are indeed gone from the public forever.
