 For NetBSD,
 1) /usr/pkg/lib is hard-coded in hints/netbsd.sh, so LOCALBASE != /usr/pkg,
    ${LOCALBASE}/lib will not be added to libpth
 2) even if ${LOCALBASE} == /usr/pkg,  in the case /usr/pkg/lib does not exist
     when doing Configure, it will not be added to libpth.
