>Description:
security/openssl (openssl-0.9.8m) fails to build a binary package
if PKG_DEVELOPER=yes (ie: if the file-check tests are run)
(at least, it does on NetBSD 4.0/i386 - don't know about others.)

>How-To-Repeat:
I use pkg_comp with NetBSD 4.0 release sets installed, and libkver to
similate a fairly pure NetBSD 4.0 release environment (I use
X11_TYPE=modular instead of the x* sets, but that is irrelevant
        here).

In that environment, build security/openssl and expect to see

openssl-0.9.8m: copying /usr/pkg/share/examples/openssl/openssl.cnf to
/etc/conf/openssl/openssl.cnf

>Fix:
openssl isn't often used on NetBSD (see PR 42901 if you care
why I was building it this time...) so this probably is not
of very high priority, but ...

I assume all that is needed is to add the missing stuff to
the PLIST (then revbump - this is just man pages, so recursive
        revbump definitely not needed).
