 I have tried to build scipy myself on a NetBSD/i386 4.0.1 system and
 ran into the same errors. The solution seems to be to build the package
 lang/g95 first. Then scipy is able to find a suitable Fortran90 compiler.
 
 Probably there is just a dependancy on lang/g95 missing here?
