Good idea and probably best, I have no idea why the directory is given
special permissions, it does not need it. (This is nothing in the cvs log
and I doubt jlam will remember why he added it 7 year ago.)

PKG_SYSCONFDIR_PERMS is not mentioned the the pkgsrc developer's guide!
( Should this be another PR? sigh! )
