Looks like your environment has a bug, because textproc/p5-XML-Parser relies
on expat:

cvs annotate Makefile | grep expat
1.3 (wiz 17-Feb-01): COMMENT= Perl extension interface to
James Clark's XML parser, expat
1.19         (jlam     31-Mar-04): MAKE_PARAMS+=
EXPATLIBPATH=${BUILDLINK_PREFIX.expat}/lib
1.19         (jlam     31-Mar-04): MAKE_PARAMS+=
EXPATINCPATH=${BUILDLINK_PREFIX.expat}/include
1.18         (jlam     05-Jan-04): .include "../../textproc/expat/buildlink3.mk"

/Jens
