bootstrap-mk-files and Simon's mk-files are not the same.
And neither of them is a "better replacement" for the other.
They are just different. For examples, Simon's mk files do not provide
lots of variable present in NetBSD mk-files and even in common subset of
 FreBSD and NetBSD mk-files.

The only reason I see is that share/mk is a traditional *default*
 subdirectory for make's mk files.
