 When I last checked, when teTeX was built, it ignored PAPERSIZE for
 most defaults.
 
 Unfortunately, given that most of the package maintainers seem to not
 use US sized paper, I think they don't notice the issues.
 
 Might I suggest that before closing this, someone should do a build with
 PAPERSIZE set appropriately and actually confirm that latex generates
 8.5"x11" documents? It can't be that hard to do this.
