>How-To-Repeat:
        I use pkg_comp with libkver and NetBSD 4.0 sets installed (except
        the x* sets, I use pkgsrc modular xorg).   Aside from use of
        pkg_comp (which is what sets PKG_DEVELOPER in my case) i doubt
        any of that (including it being 4.0) is relevant here.

        With PKG_DEVELOPER set, one way or another, build net/argus
        and expect to see ...

        Add a few chmod's ??   Or if the permissions are important, add
        whatever mtree (or whatever it is) info pkgsrc needs to
        understand that this is not an accident.
