There is oinly one package in pkgsrc that uses dynamically generated
(at build time) DESCR -- misc/colortail.

I propose to make DESCR static for package too. All other thounsands
of packages use static DESCR. This helps building a source package summary
(see pkg_src_summary utility from wip/pkg_summary-utils).
