 This can only happen if for reasons I don't understand yet you got
 a bootstrap version of pkg_admin installed. Can you check
 (a) if the BOOTSTRAP= line in admin/Makefile contained anything
 (b) if audit.o was built
 
 There's no diagnostic for this case as it is not suppossed to happen
 (TM).
