Coming back to this old PR, I don't see a good reason for the
INSTALL script to create the user. The RC script runs the initdb
setup and also makes sure the home directory exists. This is also
nice as it means you can change the location right after installation
the package without having to worry about moving files etc.
Does this really not cover your needs?
