 Nope, you are wrong.
 
 The thing you are seing is the big switch case in pkg-config's code, and
 clearly if it tries to use gnome-config is because your pkg-config
 cannot find the .pc file in any of the directories that pkg-config uses.
 
 Look in pkg-config's code for more information.
