I don't believe that this problem exists anymore in current pkgsrc.  The
parts of the pkgsrc infrastructure which create files in .pkgdb have been
modified to ensure the directory is created, and the PKG_DB_TMPDIR target
has been separated from the WRKDIR target.  Could you test and verify that
this PR no longer applies?  Thanks!
