It changes:
* Makefile - version info change, change of translation files list
  according to homepage, change of FETCH_BEFORE_ARGS, so that fetch
  works correctly if FETCH_CMD != ftp, added dependancy on security/qca
  (submitted in different PR, from this version of PSI required to 
  succesfully compile) and some configure args for it to detect QCA
  correctly.
* PLIST - changed list of translation files
* distinfo
* patches/patch-ac - place of insertion shifted by 19 lines.
