when running a "make install" for subversion-base from today's pkgsrc, I see 
this :

subversion/svnversion/svnversion . /repos/svn/trunk > 
/usr/pkg/include/subversion-1/svn-revision.txt
svnversion: error: cannot set LC_ALL locale
svnversion: error: environment variable LC_ALL is en_US.ISO_8859-1

*** Error code 1

I've never tried to build subversion before, so this may notbe a new bug.
My /etc/csh.cshrc file has :

setenv LC_ALL   en_US.ISO_8859-1
setenv LC_CTYPE en_US.ISO_8859-1

which is the default from my original install of the O/S
