That happens if you e.g. kill all of /etc/rc.conf.
To fix: press enter for /bin/sh, mount /, set your terminal type (depending
what your console is, probably: export TERM=wsvt25), then vi /etc/rc.conf
and check what went wrong.

To go multiuser, it needs

rc_configured=YES
