It works with a kernel with "pseudo-device wg" in the config, creating,
onfiguring and using wg0.

It failed on that machines (XEN3_DOMU) before.  On other domUs lacking
"pseudo-device wg", which have the same kernel that wouldn't autoload,
"ifconfig wg0 create" works, loading the module.

I have not reverted the kernel and re-tested on the original machine.
