You are missing the larger point.

There are a lot of laws in a lot of jurisdictions.  Almost all of them
are hard to understand precisely, and it will probably take court cases
to define the edges.  Those cases may also invalidate some of them.

It's pretty clear that taking this slowly is better than rushing into
anyway, and that's about the only thing that is really clear.

What's happening on the list is discussion about generalities and
blurring opinions about what ought to be or what makes technical sense
with analysis of what various laws actually require.  I don't see that
as productive.
