Until blocklistdctl and /var/log/messages show activity, I don't think
npf matters.

I would look at:

  $ ls -l /var/run/blacklistd.*
  -rw-r--r--  1 root  wheel    5 Nov 11 17:40 /var/run/blacklistd.pid
  srwxrwxrwx  1 root  wheel    0 Nov 11 17:40 /var/run/blacklistd.sock
  -rw-r--r--  1 root  wheel  108 Nov 11 17:40 /var/run/blacklistd.sockets

and make sure that's ok (with 10+ name vs this example 9).

Overall I am guessing there is something messed up with your system,
either blocklistd or sshd.

You might run blocklistd and sshd with debug logs.
