Part of the line, the actual device name, is missing. Most likely, you also have something like 

cd0 at <device>

You should be able to mount it with

mount_cd9660 /dev/cd0a /mnt

For playing audio, try cdplay on the command line.

For VLC, there was a trick. I think File > Open medium or something like that.
