It's a kernel limit:

NetBSD-9:
/usr/include/amd64/vmparam.h:#define    MAXTSIZ         (256*1024*1024)

NetBSD-9.99.93:
/usr/include/amd64/vmparam.h:#define    MAXTSIZ         (8L*1024*1024*1024)    /* max text size */
