/etc/skel/{.profile,.cshrc} are just suggested files that you can copy
over to users if you want to. Did you do that?

My understanding was that the files are copied automatically into a
user's homedir whenever a user is created.

How do you create a user? There are various ways of doing that, and some
automation tools probably do it for you.

I believe the NetBSD installer uses standard useradd.

Even login.conf mentions:
#default:\
# :path=/usr/bin /bin /usr/sbin /sbin /usr/X11R7/bin
/usr/pkg/bin /usr/pkg/sbin /usr/local/bin:\

We haven't heard from the OP. I guess " I am missing the the [sic] ping,
route and ifconfig commands." means: "They don't behave as expected",
or an installation gone wrong.

Possibly. I was more reading it as "I tried typing ''ping'' and got ''ping: command not found'' back."

But who knows. If it behaves differently than expected I guess we need to find out what he expects. But if it's just "command not found", then I would say he just need to fix his path.

Yes, login.conf has a suggested path, but just as your paste shows, it's commented out. And unless he's using an account where he got files copied over from /etc/skel, he most likely do not have any files setup for the user that adds the elements to the path. And the default path form login does not include them.

(Me, I've never used adduser, by the way. Does the standard installer create any user accounts?)
