No idea what's wrong with arcmsr, but

Scan attaches new devices, you probably need to detach sd0 first.

That works as expected on an amd64 system - I get the full 1 TB volume - but on the Alpha:

scsictl /dev/scsibus1 detach 0 0
sd0: detached
...
scsictl /dev/scsibus1 scan any any
sd0 at scsibus1 target 0 lun 0: <Areca, ARC-1110-VOL#00, R001> disk fixed
sd0: 512, 59838 cyl, 68 head, 0 sec, 512 bytes/sect x 1 sectors

Still just one sector :(
