In current the default has been changed back.

It would be an entry in sysctl.conf which is already handled by an rc.d script.

Which is why the default was switched back.  Now those who prefer it
disabled need to do so (in sysctl.conf) which is reasonable (but can also
be accomplished by not compiling in the option, and for kernels that allow
module loading, not installing - or deleting after -the module.)
