	Solution :

	pass-instances.def was created by build.sh in 
$OBJDIR/lib/gcc/alpha--netbsd/5.4.0/plugin/include

	I have copied this file in $SRCDIR/external/gpl3/gcc/dist/include and I 
can cross-build NetBSD.
