I've seen them to Panix, perhaps unsurprisingly.  But I've also seen them
when connecting to Mac OS X machines with recent OS or security updates.
And I see them, in particular, when connecting _to_ Panix _from_ an up
to date Mac client.

I wonder if a particular cipher and MAC might be to blame.
