A tag pins your checkout to a particular version of the files, or possibly a particular branch of changes (depending on how it was created in the central repo, you can't tell what kind of tag it is just by looking at the CVS/Tag files).  Either you checked out or updated with an explicit -rpkgsrc-2014Q3 option, or perhaps you downloaded a tarball that was created from sources checked out that way.
