No.

Yes.

But you can add it yourself. My hosts.deny(5) contains:

        ALL : ALL

whereas the hosts.allow(5) could contain

        ALL     : localhost     : ALLOW
        smtpd   : .lan          : ALLOW
        lpd     : .lan          : ALLOW
        ftpd    : .lan          : ALLOW
        sshd    : .lan          : ALLOW
        sshd    : .se           : ALLOW
        ALL     : ALL           : DENY
