In -current, there has been a change about the order of CPUs being
shut down, after which poweroff seems to work more reliably. I
am also experiencing the same problem, also on a shutdown -r. The
"fix" is then to turn off my box by pressing the power button for
some 5-6 seconds until the box completely turns off and start over...
