Maybe its the free space that is with-held from normal users? (I
assume you are using ffs).

There's always 5% of the total space reserved from normal users. Maybe
this is that. You got 7986648 blocks. 5% is reserved means u get
7587315 blocks for users. You are now using 7901839 -- so 104%?

from newfs(8):
"-m free-space: The percentage of space reserved from normal users;
the minimum free space threshold.  The default value used is 5%. See
tunefs(8) for more details on how to set this option."
