Unless tech-package is different from the other mailing lists (or has
changed since the last time I posted to it; (^&), you don't need to
subscribe to the list in order to post.  (I read the lists exclusively
via mail-index.netbsd.org.)

I'd double-check that you're not typoing the "to:" field.  (Once in a great
while, I forget to include "@netbsd.org" when posting to a list, and
get bounces such as, "No such user, netbsd-help@olib.org".  (^&  I dunno
if you might be doing that sort of thing yourself.)
