Why is man adduser there?

Hi,

$ type adduser
adduser not found

/usr/share/man/man8/useradd8
and
/usr/share/man/man8/adduser8

are hard linked. I believe there was an adduser script back in the day, 
which was eventually removed.

I wonder why there's a hard link. This could be confusing for those 
coming from FreeBSD/Linux who expect a guided account creation.
