I believe this was already reported a few months back by someone and I read the complete thread between the poster and Nick, and I would like to provide more details (latest), that the issue still exists in 11.0_rc6 on Visionfive2.
Booting from sd-card works fine (once the rootfs is expanded to full available size at first boot), if no nvme is connected. However if an nvme is connected to the board, I see the previously known - 
"[17.0099762] panic: cpu0: softints stuck for 16 seconds"

>How-To-Repeat:
Have the Visionfive2 board updated with latest firmware.
Flash the latest risc-v image to sd-card.
Connect an NVME to the VF2 board. 
Connect the VF2 board to your computer using USB-TTL connector and open a serial monitor.
Boot VF2 in QSPI/Flash mode.
Do not press any key, let the boot process take from u-boot to sd-card to the kernel panic.
