 Ok. I can reproduce that.
 
 xterm still behaves the same regarding the menu. I.e. in non-UTF8
 mode, there is still a menu to enable it and the option is then also
 checked.
 
 But this menu choice has no consequence. xterm will still not use
 UTF-8 encoding.
