That's the bit I don't get.
Would you mind capturing the rawout with

.MAKEFLAGS: -djg2

at the end of the file - and the .MAKE commented out.
Unless MAKE is being set to something other than $progname,
you should see MaybeSubMake reporting a match
and OP_SUBMAKE being set
