 Annoyingly it is no longer reproducable this morning after
 having ran dhcpd from pkgsrc overnight. Reproducability might
 be contigent on something like having an expired lease.
 
 Today the phone does DHCPREQUEST->DHCPACK instead of
 DHCPDISCOVER->DHCPOFFER when I reconnect the wifi.
 I will try to lower lease times.
