Can you build a kernel with DDB_ONPANIC=0 or
DDB_COMMANDONENTER="reboot" and try booting that, so that the system
will reboot automatically once it gets to the cnopen panic?

Just to check: did you disable amdgpu by booting a different kernel,
or by entering userconf and disabling the amdgpu driver? If you
haven't tried the userconf approach, can you try that?
